Akufo-Addo’s ‘boy’ falsified information to receive funding from World Bank – Elikem Kotoko alleges

A member of the communications team of the National Democratic Congress (NDC), Elikem Kotoko has leveled an allegation against an appointee of President Nana Akufo-Addo for falsifying information to the World Bank. 

Elikem Kotoko stated that the Minister in Charge of Education, Hon. Adutwum through the Ghana Accountability for Learning Outcomes Project (GALOP) falsified information to the World Bank so that he could secure some funding from the organization.

A letter dated 30th November 2021, addressed to the World Bank signed by Benjamin Gyasi Chief Director of the Ministry of Education stated that “the Ministry of Education has developed digital literacy modules and trained 40,057 teachers from 685 schools across 260 Districts in Ghana. Training is offered via Online, Physical and Video modes of training which allows for ongoing teacher training for digital literacy and professional development”. 

The letter concluded that “with these deliverables, PBC 7.2b has been achieved”. 

GALOP is a five-year project with the objective to improve the quality of education in Ghana. 

Against this backdrop, the NDC Communicator indicates that before he produces documental evidence to back his claims, he will touch on some of the mere questions begging for answers in the minds of the average Ghanaian. 

“Hon. Adutwum claims over 40,000 teachers from 685 schools across 260 districts were trained under the GALOP project. I can confidently say it is false. It was a falsified information to receive further funding from the World Bank. (I’ll explain further later),” he said. 

He enumerated the questions below as lope holes in the position of the Education Minister, pointing to the fact that he falsified the information on the letter dated 30th November to the World Bank. 

1. Where is the list of all 40,057 teachers trained on distance learning methods and their contact details?

2. Where is the list of 686 schools in 260 districts as teachers he claimed to have trained?

3. You claim to have trained some of them physically and online, how many were trained in physical space, and how many online? Which venues were used for the physical training?

4 . Where is the list of the facilitators that conducted the physical training and their contact details?

Even before I release documents and details on the dealings of the Minister of Education in this GALOP scandal, let me deal with the soft issues..

He concluded that the current government used COVID-19 as a tool to make money for themselves. “COVID was just an avenue for these guys to LOOT more at the expense of the teachers” he added on his Facebook post.
